About PG-TI

PG-TI staff is dedicated to providing a unique service to the law enforcement, fire service, school, and other not-for profit communities. The staff includes professionals with grant writing skills, and training, marketing and sales expertise. This blend of experiences provides the skill set necessary to navigate this complex environment. This diverse experience provides us with the abiliity to effectively network with training providers, municipalities and grant/funding entities.

Kathleen M. O’Donnell, CFI

Kate is a graduate of DePaul University and completed her polygraph training at John E. Reid and Associates, Inc. Following her training at John E. Reid and Associates, Inc., she worked part-time at Reid's Milwaukee office and worked full-time for Fred L. Hunter and Associates, Inc. Kate gained extensive experience with a variety of criminal investigations throughout her tenure as a polygraph examiner with both firms.

Almost 20 years ago, Kate continued her career with a nationally recognized law enforcement training company and was the Vice President of Public Sales, primarily responsible for marketing and sales for the law enforcement community. She had the opportunity to start projects from the ground floor with little or no "business model" learning and adjusting along the way. Throughout her career she has forged relationships with federal, state and municipal agencies as well as working with a diverse group of training companies. The hallmark of her successful career has been providing a quality product and her ability to develop lasting business relationships. Some of Kate’s recent accomplishments include developing and launching a homicide/interviewing & interrogation program, and creating a certificate program for law enforcement that is eligible for tuition reimbursement and college credits. Kate is a familiar face in the law enforcement community.

Kate is a member of the American Polygraph Association and the Illinois Polygraph Society. She completed Mediation Skill Training at the Center for Conflict Resolution. Kate is a licensed polygraph examiner in the states of Illinois and Indiana.

 
 
 
 

 Principal Grant Writer

Melissa Winesburg-Ankrom, M.A.

Melissa has provided consulting services to state and local government, not-for-profit and private businesses since 1997. Areas of specialty include grants writing, policy development, information technology planning, standards development, needs assessment and research. Melissa has extensive experience with systems policy and planning in the criminal justice arena and with formulating policy and program solutions related to domestic violence. She has written many successful grants for a variety of organizations ranging in award from several thousand to upwards of ten million dollars.

Melissa developed a statewide crime reporting program and initiated a records management system that is now used by over 300 law enforcement agencies in Ohio. She provided project management services to the state of Ohio’s criminal justice information system steering committee. In this role, Melissa was instrumental in bringing millions of dollars to the state of Ohio for information system improvements. After a 10 year career in state government, Melissa served as Vice President of Operations for Lee and Associates, a grant consulting firm.

Melissa has completed her Masters Degree in criminal justice. She is a member of the Columbus Technology Council, The American Society of Criminology, the Midwest Criminal Justice Association and Women for Executive and Leadership Development.
